SF Picasso Thief Located Through Video

Mark Lugo has been identified as the man in the surveillance video carrying a framed work of art that looks like the Picasso stolen from a gallery in San Francisco. The ABC News video above gives more details on the bar with the video camera. Below is a picture of Lugo.
